NOTICE OF PENDING BOND ORDINANCE AND SUMMARY
The bond ordinance, the summary terms of which are included herein, was introduced and passed upon first reading at a meeting of the Borough Council of the Borough of East Newark, in the County of Hudson, State of New Jersey, on June 11, 2025. It will be further considered for final passage, after public hearing thereon, at a meeting of the Borough Council to be held at its meeting room in the Municipal Building, 34 Sherman Avenue, East Newark, New Jersey, on July 9, 2025 at 6:30 P.M. During the week prior to and up to and including the date of such meeting copies of the full ordinance will be available, at no cost and during regular business hours, at the Clerk's office for the members of the general public who shall request the same. The summary of the terms of such bond ordinance follows:
Title: BOND ORDINANCE TO AUTHORIZE THE MAKING OF VARIOUS PUBLIC IMPROVEMENTS AND THE ACQUISITION OF NEW AUTOMOTIVE VEHICLES, INCLUDING ORIGINAL APPARATUS AND EQUIPMENT, IN, BY AND FOR THE BOROUGH OF EAST NEWARK, IN THE COUNTY OF HUDSON, STATE OF NEW JERSEY, TO APPROPRIATE THE SUM OF $260,000 TO PAY THE COST THEREOF, TO MAKE A DOWN PAYMENT, TO AUTHORIZE THE ISSUANCE OF BONDS TO FINANCE SUCH APPROPRIATION AND TO PROVIDE FOR THE ISSUANCE OF BOND ANTICIPATION NOTES IN ANTICIPATION OF THE ISSUANCE OF SUCH BONDS.

ORDINANCE HEARING NOTICE
The foregoing ordinance was introduced at a meeting of the Governing Body of the Borough of East Newark held on June 11, 2025 and was read for the first time. This ordinance will be further considered for final passage by said Mayor and Council of the Borough of East Newark at the East Newark Borough Hall at 34 Sherman Avenue, East Newark, NJ 07029 at a meeting beginning at 6:30 p.m., on July 9, 2025 or at any time and place to which such meeting may be adjourned. All persons interested will be given the opportunity to be heard concerning such ordinance. Copy of this ordinance is posted on the bulletin board in the Municipal Building and a copy is available up to and including the time of said meeting to the members of the general public, free of charge.

Ordinance of the Borough of East Newark Amending Chapter 6 Titled “Alcoholic Beverage Control” Specifically by Amending Chapter 6 Sections Related to Hours of Operation
Summary of Ordinance
The purpose of this ordinance is to designation the hours of operation of plenary alcohol retail licenses within the Borough of East Newark.
This ordinance shall take effect immediately upon final adoption and publication according to law.

BOND ORDINANCE STATEMENT AND SUMMARY
The bond ordinance, the summary terms of which are included herein, has been finally adopted by the Borough Council of the Borough of East Newark, in the County of Hudson, State of New Jersey, on June 11, 2025, and the 20-day period of limitation within which a suit, action or proceeding questioning the validity of such ordinance can be commenced, as provided in the Local Bond Law, has begun to run from the date of the first publication of this statement. Copies of the full ordinance are available, at no cost and during regular business hours, at the Clerk's office for members of the general public who request the same. The summary of the terms of such bond ordinance follows:
Title: BOND ORDINANCE TO AUTHORIZE THE UNDERTAKING OF PHASE III OF THE BOROUGH-WIDE LEAD SERVICE LINE REPLACEMENT PROJECT IN, BY AND FOR THE WATER UTILITY OF THE BOROUGH OF EAST NEWARK, IN THE COUNTY OF HUDSON, STATE OF NEW JERSEY, TO APPROPRIATE THE SUM OF $2,000,000 TO PAY THE COST THEREOF, TO AUTHORIZE THE ISSUANCE OF BONDS TO FINANCE SUCH APPROPRIATION AND TO PROVIDE FOR THE ISSUANCE OF BOND ANTICIPATION NOTES IN ANTICIPATION OF THE ISSUANCE OF SUCH BONDS.
Purpose(s): Undertaking of Phase III of the Borough-wide Lead Service Line Replacement Project in, by and for the Water Utility of the Borough.

Please be advised that a combined meeting of the Borough of East Newark Mayor and Council and the Borough of East Newark Planning Board is scheduled for Thursday, June 26, 2025, at 7:00 p.m. in person at the East Newark Borough Hall, 2nd Floor, 34 Sherman Avenue, East Newark, NJ.
The purpose of this meeting is the adoption of the Housing Element and Fair Share Plan. A copy of the Housing Element and Fair Share Plan is on file and available for public inspection at the East Newark Clerk’s Office located at 34 Sherman Avenue, East Newark, NJ between the hours of 8:30 am and 5:00 p.m.
Formal action may or may not be taken.
